Meet our Project LIFT Candidates

Patricia Haggard

Katy ISD Board of Trustees, Position 2

Patricia Haggard is a mom of 8 children, an educator, school and community volunteer and advocate for children. She earned a Bachelor’s degree in Psychology and is working towards a Master’s certification in Social Work. Her experience includes more than 15 years of teaching in classroom, online, homeschool and Sunday school. She and her husband, kids, and their dog have lived in Fulshear in the Katy ISD since 2014.


Jaquita Wilson-Kirby

Georgetown City Council, Place 7

Jaquita Wilson-Kirby is a longtime community servant running for the Georgetown City Council District 7 seat. She has lived in Georgetown, Texas for ten years as a military wife, educator, mother of five, and active member of the community. Wilson-Kirby received her B.A. in English from Montclair State University. She has experience as a teacher and Education Coordinator for Casa Guadalupe. Wilson-Kirby also taught locally with Rawleigh Elliott Head Start for several years before becoming Director of Liberty Hill Head Start. Wilson-Kirby is now an Equity Facilitator with Full Humanity Consulting Group and is a part of the Legislative Committee for the City of Georgetown.

Joe Boylan

Allen ISD Board of Trustees, Position 4

Joe is a disabled veteran with many years of leadership experience. He joined the military in 1999 as a Patriot Missile Systems Operator and Maintainer. During his time in service, he was in active combat duty in Kuwait and Iraq where his unit performed the first successful Pac 3 combat launch. After the military, Joe attended the University of Texas where he received a Bachelor’s Degree in Computer Science and Engineering. He began his career at Hewlett Packard, where he engaged in production support, development and code testing for numerous large companies. Joe has three children with his wife, Jacki. In 2016, Joe and his family settled in Allen and he began his career with Bank of America. Now, Joe is running for Allen ISD School Board Place 4.

Snober Lakhani

Allen ISD Board of Trustees, Place 5

Snober Lakhani is running for Allen ISD School Board Place 5. Snober is mother of 3 children: a toddler, an older son in elementary school, and her oldest in middle school. As a public health nurse, she cares about the health, safety and well being of all community members. In the past, she’s supported local civic community organizations and been involved in outreach with my religious community in order to bring various health clinics and services to underserved families across the United States. Her work in Maternal Child Nursing and relationship with patients has been key in fueling her passion for helping others. All the wonderful things which Allen ISD has to offer drew Snober and her husband, Shakeel Lakhani, back home to Collin County about 2 years ago.

Jessica James

Crockett ISD, District 1

Jessica James is a life coach, entrepreneur, mentor, and published author. She earned a bachelor’s degree in Social Work from the University of Houston-Downtown in May 2013 and obtained an Executive Master’s degree in Public Administration from Texas Southern University in May of 2019. In 2014, she started a faith based organization called Girls With Purpose whose mission is to help young girls ages 7-18 find their value, purpose, and worth in life. In 2018, she started a consulting firm called Rhema Consulting to assist organizations and individuals develop and grow.
